This bug now mostly is refered to as the "inn"-bug and it is beeing worked on.
Buildings that regularly need workers to gett filled up and then don't need them anymore seem to block many workers. The in-game-solution is to reduce inn-workers to 0 on all inns for a second.
works for the (example-savegame in this bug-report)

and no, nct's suggestion that level 1 workers cannot work on level 2 buildings is probably not the explaination. after having talked a lot with people on the irc, they all told me that this is not the problem and that they are aware of that...

ok this seems to be an important bug... many new players told me that their workers suddenly stop working. i never really thought that this is a real bug since it were mostly new players telling me that. but this is probably because better players take care not to let drop the amount of free workers (displayed at the top left of the screen) too far below zero. maybe this isn't even really a bug, but just the work distribution algorythm that is totally unefficient if a huge amount of work is requested...

so this is how to reproduce the bug: start a game where you are the only player, so no AI and no network game (just not to be confused). pres T to see what your workers actually do. put a normal amount of workers on your inn (about 4) and produce only workers. then start to build inns as crazy (build about 10 of them) and put the maximum amount of workers on each inn (20). then wait a while, sometimes they suddenly stop working... not always...

i've annexed a saved game where most of the units don't work without any obvious reason (they are not hungry or hurt) - press T to see what the units do. then, if you wait about 2 minutes suddenly all workers start to work again...
