In the next release collections are being replaces with regexes, which will get rid of this problem. So, you'll be able to run
mtn serve localhost foo.hpl.hp.com/.*
to serve all branches starting with foo.hpl.hp.com/ .

Then,
pull localhost foo.hpl.hp.com/monotone/originals
would pull only the branch foo.hpl.hp.com/monotone/originals , and
pull localhost foo.hpl.hp.com/monotone/originals.*
would pull all branches starting with foo.hpl.hp.com/monotone/originals .

I wanted the ability to set up a central monotone server for multiple projects, but allow different people to only synchronize to a subset of the branches not the entire collection.

When I ran:
% monotone --db general.db serve localhost foo.hpl.hp.com/
even if I had a branch foo.hpl.hp.com/monotone/originals, I wasn't able to run
% monotone --db monotone.db pull localhost foo.hpl.hp.com/monotone/originals

The attached patch fixes the serve command so that it automatically includes all sub-branches as valid collections for synchronization. My brief testing indicates that this seems to work; I may have not gotten it quite right however.

I've patched both the code and the documentation.
