If you have both a guarding.p2p file in the core dir and a
guarding.p2p entry in web_infos both are loaded, the file directly
on core startup, the web_infos file about a minute later.

Could it be the case that the guarding.p2p file carries the
1.1.1.1 block but the file loaded by web_infos not?

This would explain the different behaviour which is then a feature, not a bug.

Thats why I asked about block_list output because it displays the
number of ranges loaded which would be different if you use several
lists.
