Problems trying to use fle3 at MeKe. Several users get a
list.index(x): x not in list
error when trying to access a course. Each case can be resolved by removing all extra state_url portions except the first one. Here's an example of a problematic state url:

We REALLY need to surround the ENTIRE state handling inside exception handlers, so in case of ANY error we just assume there is no state.
