It's inappropriate to fix this in the Command object itself. It required changes in lcvs-st, and in WorkingFile. The following commits have resolved this bug, and fixed some similar problems:

VCS/LibCVS/WorkingFile.pm [1.16]
VCS/LibCVS/DirectoryBranch.pm [1.12]
VCS/LibCVS/RepositoryFile.pm [1.19]
examples/lcvs-st [1.30]

I suspect that this problem is best handled within the Command object itself, and not within lcvs-st. The problem is that the Command object never uses the information in CVS/Tag. If it did this, then perhaps this case would be cleaned up, along with numerous other potential problems.

Invoke lcvs-st with a command line argument for a
file that doesn't exist in your current directory,
nor on your branch. lcvs-st will find that the
file exists in the repository, and report it as
NUM. This is wrong though, because it isn't
modified on your branch.

There are possibly other cases where lcvs-st
misbehaves with files on branches.
