Using a function without including its prototype seems wrong. I doubt that there are systems that no longer have alloca.h; they probably never had that header.

alloca isn't defined in c99 at least; for maximum portability, we probably shouldn't use it...

This patch keeps quilt from trying to #include alloca.h on systems that no longer have/need that header file.
