bug #1488: Power[0.0,0.0] generates a warning dialog on MSW

Calling Power[0.0,0.0] (with floating point parameters) generates a DOMAIN ERROR warning dialog under Windows.  However, the function returns 1.0, which is considered correct, and matches Power[0,0], which returns 1.  The unix version does not generate any warnings for this call.
