We've setup a new test-system containing debian unstable.
used versions are:
python 2.3.5-3
rdiff-backup 1.0.3-1
python-pylibacl 0.2.1-2

On a XFS partition we do this:

>mkdir test
>chown carsten test
>chgrp carsten test
>chmod 775 test
>setfacl -d -m group:carsten:rwx test
>touch test/empty


Now rdiff-backup always processes . and empty as changed.

Without setting the default acl of the directory or for files that have been created before acls are set, rdiff-backup also works correct.
