fixed in the latest cvs commit. the configure script now checks for one of the both commands and use it, if found to build the man-pages.
So you don't need to create an symbolic link or something

On Red Hat it is called docbook2man.
It is in the docbook-utils rpm provided by Red Hat 8.0

Install that package and do a:
ln -s /usr/bin/docbook2man /usr/bin/docbook-to-man

voila!
