I think that at least some (3..5) packets should be queued
before they are dropped. Imagine e.g. sending messages to a
syslog service: Log messages could get lost, if the ARP
response arrives slowly.

The host requirements RFC states that ARP should save at least one packet, and this should be the latest packet.
(From TCP/IP Illustrated, Volume 1 - Stevens).

Currently, lwIP keeps the first packet queued until sent and drops further packets. This behaviour should change so that it drops the queued packet and replaces it with the latest packet tried to be sent.
