When the kernel is configured without CONFIG_VSERVER_LEGACY, the kernel will wait for the vshelper process to exit before returning to the sys_reboot caller. This makes killing the guest impossible for the duration of vshelper, and when vshelper tries to bring the guest back up, it can't, because the guest is still running.

This leads to reboot -f being synonymous with halt -f, and there is no way to reboot guests from within.
