When liblualib50-dev package is not installed, some headers are not found during compilation, and it fails.
Configure script should check that and disable Lua.

Errors:
weechat-lua.c:24:20: error: lualib.h: No such file or directory
weechat-lua.c:25:21: error: lauxlib.h: No such file or directory
weechat-lua.c:1565: error: array type has incomplete element type
