This error occurs with texi2html 1.76 or 1.72.

texi2html requires to have {} after macro call, even for macro which have no parameters .

But texinfo manual says that
" If a macro needs no parameters, you can define it either with an empty list (`@macro foo {}') or with no braces at all (`@macro foo')."

In the following example, the result is not the same for two commands.

example :

\input texinfo @c --texinfo--

@macro test1
test1
@end macro

@chapter a
@test1 abc

@test1{} abc

@bye
