Not fixed in .21

Although the bug sounds very artificial it can happen in real games. for example schools can block all construction with lower priority if there are no swimmers available. a hack is to reduce worker count to zero at the school until enough swimmers are ready to fetch the missing herbs.

Workers refuse to work on ANYTHING when a resource is unavailable for another construction.

Steps to reproduce:

1. Create a map with only one worker and stone.

2. Playing the map, try building a few walls.

3. Build an Inn.

4. Try building some more walls.

As long as the Inn construction is asking for workers, the worker will not work on any other construction.

I'll attach a game displaying this problem.
