Several nameservers (or, more exactly, nameserver chains, which includes firewalls and other appliances) block incoming packets with source port < 1024. But BIND was used to source port 53 and some resolvers still use this source port.

IWBNI Zonecheck could test this. This requires to be root to send packets with source port = 53.
