During the CMake switch we forgot
to re-activate the default "TSP_NO_XDR_ENCODE"
this is not a "real" bug since TSP
may be compiled with (TSP_XDRLIB_XDR_ENCODE)
xdr lib encoding or with TSP own encoding
(TSP_NO_XDR_ENCODE).

The later was the default because it's more efficient :))
I added a function:
const char* TSP_data_channel_get_encoder_method();

which may be used to check TSP at runtime for
the encoding method used.

tsp_request_generic will display the method:
TSP generic consumer v0.8.1 (https://savannah.nongnu.org/projects/tsp)
TSP XDR encoding/decoding method is: <TSP_NO_XDR_ENCODE>

Encoding method may be chosen using CMake option.
Default is TSP_NO_XDR_ENCODE.

Note that the 2 methos are compatible so that
runtime compiled with one method shoudl easily interoperate
with runtime cpmpiled with the other.
