A branch is empty if there are no heads, which would mean that there aren't any revisions in it (that you trust), or now possibly that all heads are suspended.

The error message is correct, particularly since there isn't a way to create a branch -- you just add revisions to them.

If one propagates from one non existent branch to another, mtn outputs

$ mtn propagate ff gg
mtn: misuse: branch 'ff' is empty

obviously it should say something like

mtn: misuse: branch 'ff' doesn't exists

Out of curiosity: why shouldn't it be possible to propagate something into an empty branch and how can branches be empty at all?
