This behavior is by design -- removing any delta-compressed entity from the database is a dangerous and bug-prone operation, and not removing the roster/files means that it is possible to recover from an accidental kill_rev_locally. This is documented in the manual, as well: http://venge.net/monotone/docs/Database.html#Database

As is topic. Scenario:

Those files were added in mentioned rev. Cleaning them would be tricky, but deleting roster should be simple.
