I've just proposed a fix with revision a40d623653f3e9db83553ee2b9ecbd4f2b5a81f0, which will hopefully appear in monotone 0.35.

when writing keys, key_store.cc calls write_data w/out any concern for making the key files private (are there related boost-specific permissions calls to be made?). while the key files may be passphrase encrypted (?), even if they are they should still be unreadable by group/other, at least by default
