Why doesn't mldonkey first use the local copy of level1.gz/guarding.p2p file (if it exists) and then only if the download of the new file succeed mlnet loads the new blocklist?

The problem is: if mldonkey isn't able to download the new block list file it doesn't apply any filtering!!! (the "old" copy is simply ignored)
