WeeChat now sends UTF-8 by default (since 0.2.3). If on some servers (or everywhere) you want to use other charset, use these commands :
for global: /setp charset.global.encode = ISO-8859-15
for a server (on server buffer): /charset encode ISO-8859-15

If this fixes problem, I'll close this bug.
Otherwise, please explain problem, thank you.

Hey again,

I noticed that channelnames in version 0.2.3 are sent to the server as UTF-8. However, most (all?) IRCds do not use UTF-8-Channelnames but still use latin-1.
This unfortunately renders weechat 0.2.3 unable to join channels containing e.g. german umlauts ('ä', 'ö', 'ü', 'ß') - and many other special characters aswell.
