Wed 28 Mar 2007 11:08:53 PM UTC, original submission: An active state is needed for each service because we don't want to show services in 2007 that were active only in 2005. This has implications for the Needs form: inactive services should not be selectable, but should show up if an offender was enrolled in it - for historical reasons.	Bruce Dawson <jbd>
