This option "-command" has been removed in version 0.2.7.

the -command portion never seems to be saved. I tried all sorts of combinations of double and single quotes, no quotes, terminated by ; and other various attempts to make it work.

Then talking in #weechat, I found others were having the same problem. So, it's either a bug or lack of documentation causing confusion.
