I've just tested this from mercurial and it appears to be working well. I can see it slowly decrease in workers till its built. Other things are getting built faster now because globs arn't being unnecessarily used.

I have made it so that no more than 4/3 of resources needed are allocated in units.

there is a real bug here, too. sometimes units bring resources that are not needed anymore.

on the long run we should get rid of assigning worker counts to a task but assign priorities. so if all buildings are set to "1", units should work evenly for all buildings. all tasks that have lowest priority (train, areas) default to "1".

now we limit tasks to <n units. i would like to see how prioritizing would look like. we discussed this earlier:
each task gets a score.
this score increases by "priority assigned" per time step
it decreases by x% for each unit assigned to it
changing priority from m to m+d could directly influence score=score*(m+d)/(m+1)
score should only increase if there is actually something to do.

setting x high (50) would mean rather direct impact of any adjustment to the priorities as scores would only vary little.
setting x low (2%) would guarantee that units get assigned according to the priorities. double the priority would lead to double the units. but it would maybe take its time for a new task to get a noticeable score.

The current system assigns 2resource needed. I think this is a bit much. Even to taking into count workers that go hungry, which doesn't happen often. I think the value should be 1.5resource needed, or even less, like 1.3*resource needed.

Yer, how about calculating how many units of resources left. If a building need 5 wood, assign 5 workers even if 20 are wanted. If a building needs 30 resource pieces. Assign 20 workers, and reduce when resource pieces < 20. This would reduce micro management a fair bit (not having to manually set 3, 5, 10 etc)

With this, the default number of units the level 3 inn should be set to 12 when building since it only needs 12 resources.
