The MLDonkey daemon must be running when you try a telnet connection, check with ps

I've installed a clean Ubuntu GNU/Linux 8.04 Server, and the package mldonkey-server.
I've tried to make a "telnet 127.0.0.1 4000", but the only answer is:
Trying 127.0.0.1...
telnet: Unable to connect to remote host: Connection refused
