We want a separate page that allows people to change the licence for their material, which they should ideally only do if they do not have the Copyright and cannot relicense under GFDL.
Please make the text of this page:

Multiple licenses comply with SELF's Free Educational Material Definition. You are strongly encouraged to follow the default policy and choose the GNU Free Documentation License (GFDL) for all materials that you hold the Copyright on. This allows maximal recombination between different SELF materials, as well as SELF and other sources of knowledge, Wikipedia included. The FAQ explains the background for this request.
If you don't want to follow this recommendation, or if the material you are submitting cannot be relicensed by you, please select the appropriate license from the list below.

Please include all the versions (as things may be under older licenses) and make sure to include the links for people to find the licenses easily. My first suggestion would be to do this as a list with checkboxes, with GNU FDL selected by default. In case you cannot find the license, please follow the instructions on the license list page in order to get your license assessed and potentially included in this page."
