If it fix the "spurious" "address in use" errors
this is a must have.

I will discuss with Pierre if there was a reason
for not ALWAYS using SO_REUSEADDR as you suggest.

Did you test it on a Windows box?
If not I will try it on monday.

I'd like to bring this up:
RTIG sometimes fails to start and reports "address in use". Even if there is no other RTIG running. Even if I press ENTER to activate the SO_REUSEADDR option.
I think the message "press ENTER to reuse address" is not very user friendly. Many simulation experts don't know about this option.
Moreover, this message is not 100% correct. Even with this option the bind() will fail if there is other RTIG running. This option can be used only to reuse recently_closed addresses, so late packets might come (the TIME_WAIT state). In our case the late TCP packets are VERY unlikely.

I'd like to propose the attached patch. It makes the RTIG more user friendly by always using SO_REUSEADDR (many servers do it in this way). And (don't know why) it also fixed my RTIG to not report false "address in use" errors.
