on latest debian image 2020, it seems to be fixed.

This only happens when the target of the chroot is not the root of a
filesystem.

I guess that comes from some of the diskfs_lookup() calls of
diskfs_rename_dir() which somehow got lost about what the root is, and
returns EAGAIN.
