That's true, you are right.
We may use the _MSC_VER value too in order
to check (at compile time) the MSVC version.

Regarding this particular one I think we should
either find a portable way (including Visual Studio 2003)
to get modif time of a file or simply get rid of it.

This is only used to "audit" server we need to rework.

The Visual Studio 2003 seems to have no ctime_s function (used in RTIG, Federation.cc). There should be a check for ctime_s in CMakeLists.txt to avoid such problems.
