Added possible dependency.
The fix for bugs #24627 : rtig error in program sequence
may have fix this one too.

Would you be able to try the CVS version in order to check
if you still observe the bug?

Hi Zheng,

Thank you for your bug reports.
After a period of holidays for many of us I
think we are ready to go on for bug fixes.

Nevertheless I wanted to tell you something
about the usage of "Release" and "Fixed Release" fields
of a bug Report.
"Release" mean the first CERTI release with which
the bug was discovered.

CERTI 3.3.1 does not exists
[
in fact when certi 3.3.0 was out I switch
the cvs version to 3.3.1cvs which mean this is a
"CVS" version which may become a 3.3.1 version some day.
]
thus I changed the
"Release" field value from "3.3.1" to "CVS".

Regarding the "Fixed Release" field
it means the first CERTI release for which the bug
was fixed, thus I changed
it from "3.3.1" to "Unknown" because I currently don't
know which CERTI release will fix this bug.

I wanted to explain the usage because it makes it
easier for us to track bugs and their fixes.

Do not hesitate to file more bugs.
One bug report more is one bug less in a near future.

There are two federates, their time management mechanism set disableTimeConstrained and disableTimeRegulation, they advance free, but when one federate resign federation earlier, and then the other federate resign federation, the rtig will crash
