I'm afraid that your humble opinion isn't sufficient to request such a change. You would have to back up the request with some specification.

Given that the latest FHS doesn't even mention libexec, that the recent Linux distributions I have access to (openSUSE 11.3, SLED11 SP1 and Debian) don't even have /usr/libexec, and that the git-core package on these systems has its files under /usr/lib/git, I don't currently see any reason for quilt to start using libexec.

Quilt currently installs the scripts for its commands into /usr/share. IMHO those belong into /usr/libexec, like Git and Postfix do it.
