If the ARP table is small compared to the variety of address collected (QUEUEING is enabled), then it is possible that the oldest ARP entry might be one which has a pending pbuf associated with it.

The code does nothing to stop the reuse of this oldest entry, but there is a LWIP_ASSERT to make sure there is no pbuf.

This is easily fixable by not allowing ARP entries with attached pbufs to be reused until they get aged out.
