It is possible that mac OS X already does that, but need confirmation :
Ask the user the root password on inserting a usb drive / stick or cd / DVD , or sd card, or firewire drive.

In slackware installation mode you choose to install or not hal.
This sort of options, just before the installation let the user free of his choices.
Free to choose his way of computing.
So that can explain why I choose here to speak of that freedom, since freedom is a symbol of gNewSense
Now, you right on the fact that it should be a better things to speak of that by mail or in irc first.

eg, does upstream allow using hal the way you would like? if not, have you considered filing this bug there?
