This is indeed a major bug introduced in the 1.3. The reload button does not work at all...
I have fixed it in CVS. Before next release (due in a few days), you can play anyway by writing "loadflamer" in the command line at the bottom left of the interface whenever you want to reload your selected flamer.

By the way, you said it does happen in 1.2 too. I don't know why it happens. I close the bug. Could you re-open it if you still have this failure with loadflamer or with the next release.

PC Port of SpaceHulk.

Trying to reload a 12+12 Flamer (using 4AP) when it is down to 0+12 charges will now always get the above message.

It did happen a few times with v 1.2

Can't find anything in the rules about failure to reload on a specific die roll. So I guess it is really a bug.
