Taking this. This somewhat goes together with the ability to re-schedule a job in terms of interface, so I might as well do both at the some time.

Session cookies on the other hand have the completely understandable habit of expiring at the end of the session, which is good of course.
While a lot of people tend to keep their browsers open until they fall over (the browser, not the people), some might bookmark the page and come back to it later.
So how about MapOSMatic instead do this:
- Visitor submits job
- MapOSMatic redirects to http://www.maposmatic.org/jobs/<id>/<nonce>
Cancellation requests are honoured if the nonce is included, and cancelling a job isn't offered if someone visits http://www.maposmatic.org/<id> or http://www.maposmatic.org/jobs/<id>/<wrong nonce>

In fact the email address you gave would probably suffice as a nonce in itself.
"To confirm cancellation of this pending job request, please enter the email address you used earlier."
Along with a FAQ entry on how the email address will be scrubbed from the job database when the job has completed, after being used to mail the 'job complete' status report obviously.

Maybe when first taken to the newly minted job page (or on submission of the job request), offer to give MapOSMatic your email address.
This could then be used to:
- Send a confirmation of the job request, along with the current estimated time it'll start. This could include a nonce that can be used to confirm a job cancellation.
- Send the user an email when the job has completed, including links to their maps. This might in turn be beneficial to the server load in that people are less tempted to refresh the job page every 15 minutes to see where there job is at in the queue.

The user cancelling the job should be authenticated in some way.
Using a session specific cookie?
