Apparently this is no longer a problem. At least I couldn't reproduce on http://maposmatic.org/new/ as of today.

Roma refused to rendered because of the size of the area, but Milano did: http://maposmatic.org/jobs/13811.

Please re-open if I'm mistaken here.

this seems a well formed relation including these details:
http://www.openstreetmap.org/browse/relation/44383

admin_level = 8
boundary = administrative
name = Pavia
type = boundary

it is the boundary for the city, admin level = 8.

there also is a relation for the province bearing the same name, but with admin level 6

it is not being accepted by maposmatic.

In the new search tool of maposmatic.org the italian cities are not found (e.g "Roma", "Firenze", "Milano"). Smaller municipalities have no problem.

I guess the problem is due to the fact that in Italy the city name is both the name of the municipality (admin_level=8) and of "provincia" (admin_level=6).
