When I type FN-rightarrow, which reduces the audio volume,
it not only displays an annoying message on the console.
It also generates a character, <F14>. Magic FN-combinations
should not generate terminal input.
This morning, FN-leftarrow and FN-rightarrow worked correctly
to adjust the audio volume. However, FN-leftarrow annoyingly
generated input, the function key F14.
Now these keys no longer affect the audio volume when typed on a console.
The same has happened with FN-F4. It is supposed to mute the audio, but it no longer works at all when typed on a console.
These keys do work when typed at X.

This seemed to be due to ordering of install of console-setup and console-tools, or only one and not the other being installed. Once that was fixed, the FN keys worked again, however sometimes they stop working after a hibernation cycle.
