This is fixed with OCitySMap2 and the new map creation wizard. We now allow for any administrative boundary to be rendered as long as its area isn't too big.

We can for example render "arrondissements" of Paris, etc.

Well yes, you can NOT make a difference and yes, changing OSM-Tags is not the right way. So MapOSMatic needs an extra algorithem for eatch nation, much to to but possible. So we should work out one for Germany.

I wonder: The boundary region and the city tag are not related in any way in OSM. There is no tag linking from ohne to the other. OSM doenst user links. But the name of the city may be used in different regions, so what? Any idea?

A simple way me be if MapOSMatic accepts admin_level 4 to 8 if the maximum x/y-delta is below a certain limit.

Sorry for forgetting a small word:
You can NOT make a difference between independent cities and counties by using admin_levels

In Germany, municipalities have different admin_levels:

Berlin and Hamburg are state-level cities with admin_level=4

111 cities are independent cities, they don't belong to a county, but they also have admin_level=6. You can make a difference between independent cities and counties by using admin_levels.
Munich is the biggest independent city with admin_level=6.
Zweibrücken (relation=62719) is the smallest independent city with admin_level=6.

In Niedersachsen, there are two types of municipalities:
Samtgemeinden (conjoint municipalities) (admin_level=7) are multi-village municipalities which have one conjoint mayor and one mayor for each participating village.
Einheitsgemeinden (unified municipalities) are also multi-village municipalities which have only one mayor and one city council, but they are usually bigger than conjoint municipailities, and it is a matter of pride to mark them equally with admin_level=7 in order to show that their administrative level is equal to conjoint municipalities.

Downgrading admin_levels just in order to fit MapOSMatic doesn't seem a good solution to me.

MapOSMatic expects a admin_level 8 to generate a city map in the correct size. Germany hase "countryles towns" (kreisfreie Stadt), to be set to level 6 by the rules of OSM. To set admin_level twice doesn't work.

How could MapOSMatic differ between country and "countryles towns"? Is it alowed to set 68 or 86? Certainly not.

If a city with the Tag place=town, MapOSMatic should akzept a relation with admin_level 6 to!

Any better ideas?
