Ignore my earlier comment, I was probably using a newer version. testing with 1.0.4, I can see the behaviour as you describe.
It may be fixed as a side effect of my change to use iconv to convert RFC2047 encoded headers. I'll close the report. If you thing the problem still exists in the new release candidate then reopen it.

In my testing, I find that scan doesn't omit them but outputs them directly. The subject header of a conforming message shouldn't use 8 bit characters anyway without encoding them in rfc2047 format.

If there is an 8bit accented character in the Subject line, scan simply omits the character. It would be nice if there was a way to have them displayed.
