When the lookahead is modified by a federate using
the ModifyLookahead service:

if the lookahead is increasing

this is not a problem, we can modify the lookahead immediately.

if the lookahead is decreasing

the HLA document says that the effective lookahead shall be
gradually decreased down to the requested value during the time
advance of the federate

Currently CERTI is modifying the lookahead right-away which
may authorize the sending of messages in the past of other federate...
