gkrellm-snmp falls under GPLv2, but links against OpenSSL, which falls under the OpenSSL license. There are some minor restrictions in the OpenSSL license that make it incompatible with the GPL. See Debian bug report http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=508292 .
