Fixed: now filters are applied only when file is fully reloaded (not each time a filter is read in config file).

When weechat has many filters and lots of buffers with lots of text.

doing a /reload can be VERY slow and usage 100% CPU for +- 5mins.

Doing a /upgrade doesn't show this delay.
