Could there be a "greyed" and non active [submit] button visible in same time with preview button.
Now it migh be, that user may get confused when he/she does not see submit at all.
In many applications preview is not following other actions in a linear way. Eg. in any common text editor the hierachy is 1.[write] then 1.1[save] or 1.2 [preview].
In FLE3, the structure is now: 1 [write] then 1.1 [preview] then 1.1.1 [save/submit]. As said, this might confuse users - proposal above - all functions visible. (If it is not possible to save directly).

There are several reasons for making Preview mandatory:

It is much easier to check the message to be sent for typos, layout errors, etc when in Preview mode.
We want to encourage (and require of them) to think what they write AND reflect upon it before they submit it.
There is no delete/remove/edit feature in this system. Therefor this is a minimum level of support to enable flame handling. Once people see their post on a preview, they can still make a judgment call whether to post or not.

Due to 1-3 combined we think it's lesser of two evils to make Preview mandatory.
Without it, we feel that the quality of learning, clarity of expression and level of proper conduct might fall too much (or run a risk of doing so).
Thus, we will keep it mandatory until we/somebody else comes up with even a lesser evil.

Preview seems to be default when submitting an note to kowledge building. This seems unneccesary. Could it be optional?
