sudo apt-get install grub-yeeloong

That's all that is required and then new kernels can be installed as expected.

The Yeeloong netbook boot fine but fails on all attempts to install another Kernel. The kernel that is running is linux-image-2.6.32.6-libre-lemote.

I had confused it with the details in bug #29076 but they are not the same issue.

The solution was to install grub-yeeloong so that update-grub could run in the kernel package postinst script.
After that it worked fine.
