if macro LWIP_TCPIP_CORE_LOCKING is set to 1

a UDP socket first call connect() to associate the UDP PCB with the remote address.

and then call send() the packet has not been sent.

because lwip_sendto() always calls the function udp_sendto_...(). I suggest that lwip_sendto() must check parameters, to choose to use the udp_send ...() or udp_sendto ...()
