We agree with Debian's reading. It is a perfectly reasonable
interpretation of the language, and we believe that if Adobe intended to
prohibit commercial distribution of the work, they would have used
stronger language to do so. It's also worth noting that the text
follows the same general pattern of many lax free software licenses,
where it starts out with a blanket statement of permissions, and then
sets out the conditions for exercising those conditions.

Debian maintainers judged that it means that Adobe doesn't charge for it. I couldn't find an email address of Adobe's legal department, so I contacted -unavailable- about it (as FSF owns copyright on this package).

AFM files are also included in (at least) libpdf-writer-ruby and enscript. The latter doesn't include MustRead.html (or a file with similar text). I also asked FSF Licensing if that might be a violation. I'll open a separate bug report depending on the answer.

This file and the 35 PostScript(R) AFM files it
accompanies may be used, copied, and distributed for any purpose and without charge, with or without modification, provided that all copyright notices are retained; that the AFM files are not
distributed without this file; that all modifications to this file
or any of the AFM files are prominently noted in the modified
file(s); and that this paragraph is not modified. Adobe Systems has
no responsibility or obligation to support the use of the AFM
files.
