Debian people say these files are merely the output of some software. The notices apply to that software, not the data files. I've unblacklisted the package for Parkes.

It's no longer a blocker if it's blacklisted.

Blacklisted in rev. 214.

These files exist only in the Squeeze package. I forwarded the issue to Debian: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=643921.

In avogadro_1.0.1.orig.tar.gz I found some questionable things in the files testfiles/methane.nwo, methanol.nwo and methane.g03.

In methane.nwo and methanol.nwo it says that the creation was sponsored by the U.S. Government. As I understand it, work from the U.S. government is always in the public domain but in this case it looks like they used a third party and they can hold copyright on it and it looks like it's licensed only for the internal use of the U.S. government?

The file methane.g03 is slightly different. It looks like it was copied out of something else with comments like:

> This software is provided under written license and may be
> used, copied, transmitted, or stored only in accord with that
> written license.

and

> Warning -- This program may not be used in any manner that

> assistance to any competitor of Gaussian, Inc. The licensee
> of this program is prohibited from giving any competitor of
> Gaussian, Inc. access to this program. By using this program,
> the user acknowledges that Gaussian, Inc. is engaged in the
> business of creating and licensing software in the field of
> computational chemistry and represents and warrants to the
> licensee that it is not a competitor of Gaussian, Inc. and that
> it will not use this program in any manner prohibited above.
