The Debian maintainer (who is also the upstream co-maintainer) confirmed that the code was relicensed to GPL with permission.

Files arc.c and marc.c contain the following statements:

printf("You may copy and distribute this program freely,");
printf(" provided that:\n");
printf(" 1) No fee is charged for such copying and");
printf(" distribution, and\n");
printf(" 2) It is distributed ONLY in its original,");
printf(" unmodified state.\n\n");

Also Readme and Arc521.doc say similar things. COPYING and debian/copyright say that the code falls under GPL. I've asked Debian for clarification: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=641449.
