When a user creates an account he should receive an email with a link that he needs to follow in order to activate his account. This measure would reduce multi-account creation by single persons considerably even though it is technically easy to circumvent.

Some crypto is required for this. The algorithm must generate two keys that belong together. The DB only keeps one key and throws the other away, just sending it via email. That way the DB can still be completely open and readable by everyone.
