See bug 1711. Apparently we're faced with the problem of users writing very weird URLs. Some portions should be left intact (like the beginning "http://", the "?" and "&" characters) while others (not URL-specific delimiters, but actual path/parameter information that contains special characters) need to be encoded.

We really can't know, if a character "&" is meant to be a parameter delimiter, or a value within a path or parameter. Therefore I've removed the URLencoding (left the space conversion, though). Users will need to know what they're doing! Sorry!-)

Their server obviously doesn't eat encoded URLs. Probably rare situation but do the webtop links HAVE to be encoded?
